| 摘 要： | 阐述了采油厂井下作业系统实施HSE管理过程中存在的问题，针对存在的问题，指出了下一步开展HSE管理的方向，指出，领导重视是搞好HSE管理的前提；培训教育是搞好HSE管理的关键；风险管理是搞好HSE管理的重点。
