小型农田水利设施供给中的角色冲突及其管理

摘    要:以角色理论为逻辑起点,对当前我国小型农田水利设施供给中存在于政府、村民委员会及村民三者之间的角色冲突现象进行分析。研究表明:因政府监督管理缺位、村民委员会自治性弱化和村民有效参与机制阙如导致小型农田水利设施供给过程中同时扮演双重角色的政府、村民委员会和村民都发生了日趋严重的角色间冲突。而有效解决角色间冲突的关键在于:加强政府监督管理,健全制约监督机制;完善法律法规,强化村民委员会的自治性;在信息对称的前提下,创新民主参与形式,拓宽民主参与渠道。

Abstract:Using the role theory as the logical starting point, the role conflicts among the government, villagers'' committee and villagers in the current supply of small-scale irrigation and water conservancy facilities in China are analyzed. It is found that the lack of the government supervision, the weakening of the autonomy of villagers'' committees and the lack of villagers'' effective participatory mechanisms lead to the increasing role conflicts among the government, villagers'' committee and villagers in supply of rural small-scale irrigation and water conservancy facilities. The key to an effective solution to the conflicts is as follows: (1)strengthening of the internal government supervision and supervision mechanism constraints; (2)improvement of laws and regulations and promotion of the autonomy of villagers'' committees; (3)under the premise of asymmetric information, innovation of democratic participation patterns and broadening of democratic participation channels.
