海洋经济高质量发展指标体系与评价方法的研究进展

2018年1月全国海洋工作会议中明确被提出：加快海洋经济高质量发展，更好服务现代化经济体系建设。然而，不论是理论研究还是实践应用中，均缺少一套完整、科学的海洋经济高质量发展指标体系。该理论体系的缺失，使得海洋经济高质量发展程度难以在践中进行衡量。因此，本文从海洋经济发展与高质量发展两个领域同步切入，一方面，细分海洋经济可持续发展评价、海洋经济发展效率评价、海洋经济发展协调性评价、海洋生态文明评价四个模块，梳理了海洋经济发展评价的指标体系与评价方法；另一方面，从内涵、指标、路径三个层面总结了经济高质量发展的评价与实践，并进一步对海洋经济高质量发展的评价与实践进行了跟踪，以期为海洋经济高质量发展的指标体系构建与评价方法选择，提供了提供理论与技术支撑。

Research Progress of the Indicators Systems and Evaluating Methods for the High Quality Development of Marine Economy

In 2018, the National Ocean Conference presented that the high quality development of marine economy should be accelerated to serve the modern economic system. However, both in theory and practice, there lacks an integrated and scientific evaluating indicators system for the high quality development of marine economy. It is just the lack of such a theoretical system that makes it impossible to measure the high quality development of marine economy in practice. Hence, this paper divides the literature into marine economic development and high-quality development and summarizes the points. First, this paper combs the index system and evaluation method of marine economic development from four parts: sustainable development of marine economy, development efficiency of marine economy, coordination of marine economic development, and marine ecological civilization. Then, the literature on the evaluation of high-quality economic development is summarized from three aspects of connotation, indicators, and paths. And we track the evaluation and practice of high-quality development of the marine economy. It hopes to provide the theoretical and technological support to build the evaluating indicator and methods for the marine economy.
