长三角区域生态一体化的安徽路径研究

生态一体化是长三角一体化的重要组成部分,安徽是长三角区域生态大后方,探索安徽在长三角生态一体化发展中的创新路径,不仅有利于统筹产业发展与生态保护,破除制度性、结构性障碍,也是长三角更高质量一体化发展的必然要求。从比较研究看,安徽在长三角生态一体化进程中既具有比较优势,又面临两难博弈;从区域一体化理论看,安徽在统一标准、统一规划、统一监管方面与长三角其他省市存在博弈;从发展阶段理论看,安徽具有后发优势;从经济地理双核理论看,安徽具备建立自然生态保护示范区的现实条件;从实证研究看,安徽可在新安江流域生态补偿机制基础上,进一步探索制度创新。因此,在长三角生态一体化进程中,安徽应发挥比较优势,化解区域发展的不平衡问题,首先要推进统一标准建设,在一体化中体现差异化和阶段化;其次探索建立大别山自然生态保护示范区;再次以完善生态保护和污染防治制度体系为重点,推动生态一体化制度创新;最后以科技和人才为依托,打造生态一体化的安徽创新高地。

Research on Anhui Path of Regional Ecological Integration in the Yangtze River Delta

Ecological integration is an important part of Yangtze River Delta integration.Anhui is the rear area of the Yang?tze River Delta.Exploring Anhui's innovative path during the development of ecological integration in the Yangtze River Delta is not only conducive to coordinating industrial development and ecological protection,breaking the institutional and structur?al barriers,but also the inevitable requirement of higher quality integrated development in the Yangtze River Delta.From the perspective of comparative study,Anhui has both comparative advantage and dilemma in the process of ecological integration in the Yangtze River Delta;from the perspective of regional integration theory,Anhui has a game with other provinces and cit?ies in the Yangtze River Delta in terms of unified standards,unified planning and unified supervision;from the development stage theory,Anhui has the advantage of late development;according to the dual core theory of economic geography,Anhui has the realistic conditions to establish the natural ecological protection demonstration area;from the perspective of empirical research,Anhui can further explore institutional innovation on the basis of ecological compensation mechanism of Xin'anjiang river basin.Therefore,in the process of ecological integration in the Yangtze River Delta,Anhui should play a comparative advantage to resolve the imbalance of regional development.First of all,we should promote the construction of unified stan?dards and embody differentiation and phasing in the integration;secondly,we can explore the establishment of Dabie Moun?tain natural ecological protection demonstration area;third,we should focus on improving the system of ecological protection and pollution prevention and control,and promote the innovation of ecological integration system;last,relying on science and technology and talents,we should build an innovative highland of ecological integration in Anhui province.
