基于“网格+”的社区重大疫情联防联控机制研究

社区基层网格化治理的工作经验在新冠疫情防控中体现出了重要作用,同时也反映出疫情防控与社区综合治理在"专业性与综合性""强制性与柔性""跨域性与局域性""突发性与常态化"之间的矛盾。面对重大疫情等公共卫生危机,应谋划社区网格治理的升级版,以"网格+"为基本理念,建设"网格+部门"的专群结合体系,形成社区疫情防控专业化合力;打造"网格+服务"的参与性治理路径,强化社区疫情防控人性温度;构筑"网格+联动"的应急处置机制,增强疫情防控整体效能;探索"网格+智控"的辅助治理模式,提升疫情防控精准化水平。

Research on the Joint Prevention and Control Mechanism of Community Major Epidemics Based on"Community Grid Plus"Mode

The work experience of grid governance in community grassroots plays an important role in the prevention and control of COVID-19,and also reflects the contradiction between epidemic prevention and control and community comprehensive governance in"professionalism and comprehensiveness","compulsion and flexibility","cross domain and local","emergency and normalization".In the face of public health crisis such as major epidemic,we should plan an upgraded version of community grid governance,with"grid+"as the basic concept,build a"grid+department"combination system of experts and groups to form a professional joint force for community epidemic prevention and control;build a participatory governance path of"grid+service"and strengthen community epidemic prevention and control;build an emergency response mechanism of"grid+linkage"to enhance the overall effectiveness of epidemic prevention and control;to explore the auxiliary governance mode of"grid+intelligent control"and improve the accuracy level of epidemic prevention and control.
