| 摘 要： | 本文是以经济增长模型为理论依据，分析得出西部经济增长与增长模型的悖论，认为西部经济增长应引入制度因素，重点分析在西部地区制度影响经济增长的情况下，西部地方政府制度变迁缓慢的原因。
