政府行为与农民增收

本文建立了一个农民预期收入函数,通过分析政府行为对收入函数中的各解释因子的影响,认为农村基层组织过于庞大、城乡分治的管理体制及部分基层组织对农民产权的侵害是引起种种不利于农民增收的政府行为,要纠正目前不当政府行为和增加农民收入可通过取消户籍制度、对农村基层政府角色再定位和对产业结构调整来实现。

Government Behaviors and Peasants Income Increase

This paper discusses how the government behaviors influence the peasant income. In my view, those government behaviors, which contribute to decrease the peasant income, are caused by some factors such as the overabundance of rural officials, the present false administration system of peasants and the invasion of peasants properties. Therefore, I propose some opinions on how government behaviors raise peasant income.
