| 摘 要： | 发达国家发展高新产业的政策措施对江苏的启示可概括为以下方面:把加快发展高技术新兴产业作为经济转型升级的重要推动力和着力点;大力引进和培养高技术人才,推进高层次人才向高技术新兴产业集聚;与长三角区域经济一体化发展战略衔接,加快发展以高科技新兴产业为主导的范围经济、规模经济和集聚经济;与江苏沿海开发国家战略衔接,把发展高科技新兴产业与建设特色产业基地相结合;加强国际科技合作和经济合作,以全球视野组织和集聚国际创新资源,推进创新国际化。
