| 摘 要： | 美国社会公共养老保障制度属于OASDI社会福利计划,OASDI制度是指老龄、遗属、残疾保险。借鉴美国社会OASDI和农民缴费制度,建立中国公共养老保险制度,实现全民老有所养是政府惠民政策的首要任务。
