| 摘 要： | 前海合作区深港合作,香港期盼的核心利益是,以前海为平台,优先进入中国大陆服务市场;深圳则可充分利用香港的优势,通过微观层面的企业合作促进产业结构升级,通过宏观层面的管理合作促进体制机制创新。政策拟定时应转变过去重点依赖税收优惠的思路,应重点从服务业市场准入、体制机制创新、人才环境等方面给予政策支持。
