产业结构调整、政策优先序与中国就业难题的破解

近年来我国产业结构调整出现了三大趋势:一是重化工业发展优先;二是国有企业发展优先;三是社会投资活动优先。这对就业造成了不利的影响:一是重化工业优先发展导致我国的资本深化现象过早出现;二是国有企业优先发展抑制民营经济的发展及其对就业的拉动能力;三是投资活动优先导致低效就业。对此,我国必须协调好资本、技术密集型产业和劳动密集型产业的比重,大力发展民营经济,优化投资结构,增强经济增长的就业带动能力。
