山东半岛蓝色经济区海洋产业结构优化升级的制约因素与对策分析

改革开放以来,山东半岛海洋开发快速发展,2009年海洋生产总值位居国内第二位,海洋产业结构不断升级优化。但从整体上看,山东半岛海洋经济仍处于粗放型开发为主的阶段,产业发展不够协调,缺乏有规模的海洋特色产业、龙头企业和名牌产品。要实现山东半岛蓝色经济区海洋产业的优化升级,应探讨海洋产业优化升级的制约因素,从而提出更具有针对性的对策措施。
