搁置成本与竞争效率——兼论中国电力产业改革

始于上个世纪80年代的公共事业改革浪潮在20多年里席卷了全世界,打破垄断、引入竞争被多数国家用来解决公共事业的效率问题。然而,改革也给管制者和经济学家们带来了新的挑战,其中,搁置成本被看作是管制者所面临的棘手的问题之一。本文将通过古诺模型来说明搁置成本对竞争效率的影响,并结合中国电力市场的特征来探讨解决搁置成本问题、提高竞争效率的可能性。

Stranded Costs and Competition Efficiency

The reform of utility beginning at the last century 80' rolls up the world in more than20 years.Deregulation and the introduction of competition are used in most countries to solve utility efficiency question.However,the reform has also brought the regulators and the economists' new challenges.The stranded costs question is the most important of them.This article tries to show how stranded costs affect the efficiency of competition by Cournot model.At last we present the possibility to solve stranded costs question and improve competition efficiency with analysis of the character of Chinese electricity market.
