| 摘 要： | 为把握铁路发展规律、统一认识、指导规划，需要深入分析铁路发展所处阶段。根据铁路的功能及所发挥的作用，铁路发展分为功能匹配、战略完善、社会保障三个阶段。结合经济社会发展，分析当前我国铁路发展所处阶段，探讨我国铁路如何走创新之路。
