| 摘 要： | 从20世纪70年代末期起,建设小康社会成为中国人民的一个跨世纪的理想和行动目标。经过20余年的努力,原来制定的小康目标已在总体上得到实现。在已有成就和不足的基础上,党的十六大以“三个代表”为指导,与时俱进,提出了“全面建设小康社会”的奋斗目标和行动纲领,明确了在21世纪头20年中国经济、社会、政治全面发展的目标。全面建设小康社会启动,意味着中国的现代化事业开始进入一个新的发展阶段。
