双循环新发展格局下现代流通体系建设思路

构建“双循环新发展格局”是“十四五”时期经济改革发展的着眼点，也是新阶段推进强大国内市场与贸易强国建设的立足点。基于双循环新发展格局的内涵和双循环新发展格局对现代流通体系建设的新要求，提出“十四五”时期我国现代流通体系建设应当以信息化、标准化、集约化、数字化、国际化、品牌化为导向，构建现代流通运行体系；以前瞻性、战略性为导向，构建现代流通保障体系；以法治化、规范化为导向，构建现代流通规制体系。重点加强流通主体建设，培育一批具有国际竞争力的现代流通企业；加强现代供应链体系建设，提升流通渠道现代化水平；加强流通基础设施建设，畅通商品流通大通道；加强流通载体的建设，引导商品交易市场优化升级；进一步优化市场营商环境，提升流通市场营商环境品质。

On the Construction of Modern Circulation System under The New Development Paradigrn of Dual Circulation

The New Development Paradigm of Dual Circulation is the focus of economic reform and development during the 14th Five-Year Plan period, and also the foothold of promoting a strong domestic market and trade power during this new stage. Based on the connotation of the new development paradigm of dual circulation and the new requirements of the new development paradigm of dual circulation for the construction of modern circulation system, this paper proposes that during the 14th Five-Year Plan period for the construction of modern circulation system in China, a modern circulation operation system should be set up with informatization, standardization, intensification, digitization, internationalization, and branding. A modern circulation guarantee system should be constructed with a forward-looking strategic orientation. A modern circulation regulation system should be established with the rule of law and standardization. We should focus on cultivating a number of modern circulation enterprises with international competitiveness by strengthening the construction of the main body of circulation. We propose the construction of modern supply chain system to improve the modernization level of circulation channels, the construction of circulation infrastructure to smooth the large channel of commodity circulation, the construction of circulation carrier to guide the optimization and upgrading of commodity trading market, and further optimization of the market business environment to improve the circulation efficiency market environment quality.
