论“双循环”中如何发挥消费的基础性作用

文章从我国居民的基本消费特征和发展趋势出发，结合新时期经济发展特征和双循环发展新格局的时代背景，分析了我国消费分层特征和消费结构特点，全面考察了微观消费决策的行为基础，深入研究了影响居民消费支出和结构的经济性、社会性因素。研究表明，发挥消费的基础性作用需要厘清我国消费的基本特征和发展趋势，统筹推进供给侧改革和需求侧管理，畅通“生产流通消费”经济循环，促进供给与需求的结构性匹配，畅通交易网络体系并促进强大国内市场的建立。研究进一步指出，需要统筹一揽子政策体系促进消费的可持续增长，综合权衡宏观经济的长短期影响因素。发挥消费基础性作用的本质在于更好满足人民美好生活需要，促进居民生活水平和生活质量提升。

On the Basic Role of Consumption in “a Dual Circulation Development Pattern”

Starting from the basic consumption characteristics and development trend of the Chinese residents, considering the characteristics of economic development in the new era and the background of the new develepment paradigm of dual circulation, this paper analyzes the features of the consumption stratification and consumption structure in China, comprehensively investigates the behavioral basis of micro consumption decision-making, and explores the influencing factors of the residents' consumption. The research shows that for the realization of the basic role of consumption, we need to clarify the basic characteristics and development trend of consumption in China, comprehensively promote the supply-side reform and demand-side management, smooth the “production-circulation-consumption” economic cycle, promote the structural matching of supply and demand, smooth the trading network system and promote the establishment of a strong domestic market. The study further points out that it is necessary to coordinate a package of policy system to promote the sustainable growth of consumption, comprehensively weigh the long-term and short-term influencing factors of macro-economy, and play the basic role of consumption. The essence is to meet people's needs for a better life and promote the improvement of people's living standard and quality of life.
