西北地区生态退耕过程中的政府行为分析

生态退耕是我国治理西北地区水土流失、生态失衡的一项重要举措,由于生态退耕行为具有极强"公共性",政府的参与及参与效率的高低十分重要.目前在生态退耕过程中政府行为仍存在诸多问题,如政府财政投入不足、投入结构不合理和投入方式单一等.因此应采取有力的措施,如建立长效的生态治理资金供给机制,合理划分中央财政与地方财政的资金负担比例,发展复合的农林牧生产系统等,以促进生态治理的顺利进行.
