| 摘 要： | 通过对发达国家产业集群和发展中国家产业集群学习的案例研究，指出集群学习的过程不仅仅包括集群内的创新和技术扩散，还应该包括对集群外部的观察和发现过程。基于此构建了外界学习一内部创新的四阶段过程模型，结合集群五个特征对模型进行了分析。

| Abstract: | Through learning from cases of industry clusters in developing countries, this paper pointed out that the cluster learning process not only include innovation and technology diffusion of clusters, but also should include external observation and discovery process. Based on this study, this paper constructed the outside world-internal innovative four-phase process model, combined with the analysis of five characteristics in the model. |
