基于地方政府行为的农地非农化均衡模型

研究目的：建立一个最优化模型，在统一的分析框架内考察农地非农化的数量、农地非农化过程中农民获得的增值收益、地方政府对中央政府政治性任务的完成程度、地方政府行为4者间的关系及农地非农化的均衡过程。研究方法：数学模型法和经济分析法。研究结果：在农地非农化均衡状态下，农民应得的增值收益并不能充分实现，土地市场存在着效率损失，中央政府的政治性任务也没有得到很好地执行。这是由地方政府追求短期政绩最大化的目标决定的。研究结论：要从根本上解决农地非农化过程中存在的问题，必须从制度上设计更有效的激励机制来规范地方政府的行为。

A Local Government Behavior’s Equilibrium Model on Farmland Conversion for Urban Land Use

This paper attempts to build an optimization model, which can be used to analyze the relations of the four important factors and the equilibrium process of farmland conversion for urban land use in an integrated conceptual framework. The four factors found in the paper are the quantity of the converted farmland, the incremental land value obtained by the farmers during farmland conversion, the performance of local government in enforcing the political tasks from central government, and the local government’s own strategy during the conversion process. Methods employed include mathematical model analysis and economic analysis. The results indicate that when the farmland conversion equilibrium achieved, the incremental land value obtained by the farmers can not meet the standard that the farmers theoretically deserved, the land market is inefficient, and the political tasks from the central government are also not well implemented. The situation is caused by the short-term strategy of the local officials, which is to pursue maximized personal administration performances. The paper concluded that only through regulating the local governments’ short-term behavior by establishing more effective mechanism or institutions, the current problems in farmland conversion can be solved essentially.
