外资准入和投资自由化——兼谈发展中国家对国际投资自由化趋势的应对策略

国际投资法制中的外资准入制度,已经成为南北经济矛盾的焦点和难点问题之一。外资准入制度属于一国经济主权,但却越来越受到国际投资自由化趋势的影响,对发展中国家外资准入产生一定的冲击。发展中国家应以投资开放的渐进性和管理经济的自主权相协调积极参加国际协定的谈判,争取国际协定最大限度地考虑其发展建议性的策略。
