社区应急志愿服务效能的影响因素探析

社区应急志愿服务是志愿者从应急需求出发,自愿提供应急力量的“刺激—有机体—反映”过程。对影响效能的全过程因素进行分析,更符合应急志愿服务行为的实际。本文基于现有理论基础构建S-O-R 模型假设,利用问卷调查所获取的数据,通过路径分析和调节效应分析了影响效能的过程性因素。验证结果表明：制度保障、组织协同、资源支撑和文化培育均正向影响社区应急志愿服务效能,志愿服务类型在所有环境因素影响社区应急志愿服务效能的过程之间均起到正向调节作用。因此,优良的综合环境更能在风险来临时激发高效能的应急志愿服务。

Exploration of Influencing Factors on Effectiveness of Community Emergency Volunteer Service

Community emergency volunteer service is a "stimulus-organism-response" process in which volunteers provide emergency assistance voluntarily based on emergency needs. Analyzing the whole-process factors that affect effectiveness is more in line with the actual behavior of emergency volunteer service. Based on the existing theoretical foundation, this paper constructs an S-O-R model hypothesis, and uses questionnaire survey data to analyze the process factors that affect effectiveness through path analysis and moderation effect analysis. The verification results show that institutional guarantees, organizational coordination, resource support, and cultural cultivation all have a positive impact on the effectiveness of community emergency volunteer service, and the type of volunteer service has a positive moderating effect on all environmental factors that affect the effectiveness of community emergency volunteer service. Therefore, a good comprehensive environment can better stimulate high-efficiency emergency volunteer service when risks occur.
