| 摘 要： | 随着电子政务的快速发展以及信息和网络技术的普及,电子政务发展取得了重要成就。而如何评价电子政务建设质量,及时发现和解决电子政务系统建设和运行中存在的问题,就成为急需解决的一个重要问题。文中以特定电子政务系统为评价对象,提出一套包括“基础要素层、应用服务层、功能层”三个层次的综合性评价指标体系。

| Abstract: | With the rapid development of E-government and the popularization of information and internet technology, E-government has had a great effect on administration and public service. At present, how to evaluate the quality and solve the problems of e-government system becomes an important issue. This article puts forward an all-around evaluation system based on a certain government system, including basic factor level, applying service level and function level. |
