| 摘 要： | 针对跨地区流域的水权初始分配问题,探讨了应用层次分析法和模糊综合决策等方法进行分配的方法。根据水权初始分配的公平性原则、效率性原则和可持续性原则,构建了水权初始分配的指标体系,建立了多层次多目标模糊优选模型,并对曹娥江流域的跨地区水权初始配置进行了应用研究。

| Abstract: | The AHP analytical and fuzzy optimal selection model was discussed for initial allocation of water right in a river basin. Based on the principle of impartiality, he principle of efficiency, and the principle of sustainability for the initial allocation of water right,and index system was constructed,and a AHP analytical and fuzzy optimal selection model was also developed.The feasibility of the model was verified by its application to the Caoejiang river basin for initial allocation of water right. |
