| 摘 要： | 文章叙述了我国战略石油储备的现状，并在参考国外研究方法的基础上，结合我国的具体情况，从战略石油储备法制建设、储备模式与方式、储备目标与规模、储备区域、储备资金来源等方面提出了构建战略石油储备制度的措施和建议。

| Abstract: | The situation of China＇s national petroleum reserve present are introduced; on the reference of overseas researches and combine China＇s special situation, the measures and the suggestions on the construction of strategy petroleum reserve system are put forward from strategic petroleum reserve legislative work, reserve pattern and the way, reserve goal and the scale, stockpiled region, reserve capital source, etc. |
