| 摘 要： | 文章通过阐述招标投标过程中的各参与方之间的影响和作用得出招标投标过程中存在串标、围标等违法乱纪现象的非偶然性的结论。通过加强资格预审、强化监督管理和创新评标专家选取方法等方法分别对投标方、招标方以及评标专家进行约束,进而提出操作性较强的创新评标方案来确保招投标正常有序的进行。

| Abstract: | This paper describes the effect of participants in the process of bidding to say that bid rigging or string is not accidental.Through strengthening the qualification examination,supervision management and innovation of bid evaluation experts selection method to constraint the bidders,the tender and the expert and then put forward practical innovation evaluation scheme to ensure normal and orderly bidding. |
