黄河三角洲高效生态经济区区域合作的法治困境及其对策

黄河三角洲高效生态经济区区域内部的合作仍然受制于地方利益的竞争而缺乏制度性安排,亟待从法律的层面予以规制,从而为该地区的经济社会一体化发展创设良好的体制环境。一是要制定规范黄河三角洲高效生态经济区区域合作的法律法规;二是要集中清理黄河三角洲区域内各行政区划内的地方性规章;三是要授权专门行政机构协调区域合作问题;四是要建立长效信息交流机制;五是要建立区域合作纠纷仲裁制度。

Difficulties and Countermeasures on Rule of Law of Regional Cooperation at Yellow River Delta Efficient Ecological Economic Zone

Internal regional cooperation at Yellow River delta efficient ecological economic zone is still subject to the competition of the local interests and the lack of institutional arrangement,and is urgent to be regulated from the legal level,and then create good system environment for the region's economic and social integration development.First,formulate the laws and regulations of regulating regional cooperation of high efficiency ecological economic zone;second,clear the local regulation at each administrative region of Yellow River delta;third,authorize special administrative institutions to harmonize regional cooperation problem;fourth,build long-term information communication mechanism;fifth,build the arbitration system of regional cooperation disputes.
