基于资产资本化视角的“三农”融资问题研究

本文在对农村资金市场供需状况和现行的信贷模式进行梳理的基础上,对农村资产资本化市场理论的界定、作用机理以及可行性进行分析,进而对资产资本化的制度设计进行了研究探析,得出结论：从长期来看,通过有效的制度设计允许以农地抵押为核心的农村资产资本化,赋予了农民更充分的土地权益,增强其抵押等信贷融资能力,是破解＂三农＂领域资金短缺困境的必然趋势和根本举措。

The Exploration on the Financing Issues of Rural Areas on the Perspective of Asset Capitalization

In this paper,we reviewed the situation of supply and demand the rural capital market and sorted out the current credit model in rural areas.Through the analysis of the definition,mechanism and feasibility of rural assets capitalization,we concluded that: in the long run,through the effective design of the system to allow rural assets capitalization whose core are lands,the farmers can benefit from the operation of lands and the financing capability has been enhanced,which is the inevitable trend and fundamental initiatives for breaking the plight of a shortage of funds in rural areas.
