"多源流"分析:解读政策制订的新途径

美国著名政策科学家和政治学家约翰·W·金登以"多源流"分析的框架,对公共政策过程的核心环节--议程的建立和公共政策的形成,进行了系统的分析和回答.这一分析框架对我们在日趋开放、多元和复杂的社会中关注决策的各种因素和各种影响方式,关注政策"输入"和"输出"过程,具有重要的借鉴意义.当然,我们对金登"多源流"分析的框架也作出了这样一个修正,即将政治源流的三个维度整合为一个概念变量--执政党的意识形态,以使其更符合我国公共政策的实际.

"Multiple-streams" Analysis: Unscramble the New Way of Policy Making

The well-known American policy scientist and politician John W. Kingdon, using "Multiple-streams framework", carried out the systemic analysis and reply to the core tache of public policy process - agenda establishment and public policy formation. This analysis frame is of great reference significance for us to concentrate on diversified factors and influence ways of decision-making as well as the process of "input" and "output" of policy in the increasingly open, multiple and complicated society. Naturally, we made a revision to kingdon's "Multiple-streams framework". Namely, we integrated the three dimensions of political sources as one concept variable - the ideology of ruling party, in accordance with our country public policy reality.
