| 摘 要： | 城市和乡村防洪标准与保护区人口、经济规模等密不可分。通过研究GDP及与之有关的多个经济指标的内涵、合理性、稳定性等,推荐采用经济当量人口指标作为防护等级划分的指标。根据我国经济发展现状,城市经济当量人口指标建议按自然人口的2倍取值,乡村经济当量人口指标建议按自然人口的1/2取值。
