摘    要:基于内在保障的视角,地勘单位要实现可持续发展,一把手起关键作用,应当以考核作为切入点,促使"一把手"切实重视可持续发展的能力建设;应当高度树立资本和能力积累意识,量变到质变;机制建设、制度和流程优化应持续努力;企业文化建设应高效管用;应当从高端性、结构性和递进性三个方面着力建设人才队伍。
