循环经济理论的国际实践及启示

遵循自然生态系统的物质循环和能量流动规律,将经济系统和谐地纳入自然生态系统物质循环和能量流动过程,这是循环经济的本质含义。发达国家在循环经济理论和实践方面的探索均早于发展中国家,具有很强的借鉴意义。对循环经济理论发展的脉络进行梳理,在此基础上,介绍国外发达国家在循环经济实践方面所取得的经验,结合中国实际,提出了“十一五”期间我国推行循环经济建设所应采取的对策。

The Practice and Revelation of International Recycling Economy Theory

The essential meaning of Recycling Economy's (RE) is following the law of material recycling and energy flowing, and bringing economy system into natural ecological system harmoniously. The research on RE in developed country is earlier than that in developing country both in theory and practice. Then it is necessary for us to learn from developed country. The paper firstly conducts a comprehensive carding about the RE theory. On the basis of the above analysis, it introduces some successful experiences about RE's practice in developed country. Finally, combining with the practice of our country, some countermeasures are put forward about how to put RE into practice in the "11th five-year plan period".
