| Abstract: | By analyzing the attribute of the public service, combining the theory of the new-political economy with the realistic factors of the governmental failure to probing the effective model of the commonweal goods, this article puts forward the sub-contract mechanism for public service, then analyses the disadvantages of the mechanism and the function of the government to promote the effective treatment. |
