“十四五”时期提升产业链现代化发展水平的路径:以江苏为例

产业链现代化是一个持续的动态过程,这一过程中企业自身能力不断提升,企业间联系更加牢固,整体生产效率持续提高。江苏作为经济大省,具有良好的产业发展基础,但同时中美贸易摩擦升级、国际新冠肺炎疫情蔓延、国内经济下行压力增大也给江苏产业链现代化发展带来了巨大挑战。基于此,文章试图通过厘清产业链和产业链现代化的内涵与机制,构建产业链现代化指标体系,从创新性、高端化、可持续性、协同性和自主可控性五个方面来考察2002—2017年江苏产业链发展情况,探究江苏产业链现代化发展路径。文章提出应充分发挥国内创新大循环优势,打破现有技术封锁和技术依赖,提高产业链自主可控性,进一步发挥江苏产业链创新性和协同性优势,促进产业链现代化发展,形成以国内大循环为主体、国内国际双循环相互促进的新发展格局。

The Way to Improve The Level of Industrial Chain Modernization in The Period of The 14th Five Year Plan:a Case Study of Jiangsu Province

The modernization of industrial chain is a continuous dynamic process.In this process,the enterprise's own ability is constantly improved,the connection between enterprises is more firm,and the overall production efficiency is continuously improved.Novel coronavirus pneumonia is a downtown pressure on the economy of Jiangsu.It has a good foundation for industrial development.But at the same time,the escalation of Sino US trade friction,the spread of the new crown pneumonia epidemic and the downward pressure of domestic economic pressure have also brought great challenges to the modernization of Jiangsu's industrial chain.Based on this,this paper attempts to clarify the connotation and mechanism of industrial chain and industrial chain modernization,construct the index system of industrial chain modernization,investigate the development of Jiangsu industrial chain from 2002 to 2017 from five aspects of innovation,high-end,sustainability,synergy and independent controllability,and explore the development path of industrial chain modernization in Jiangsu Province.This paper proposes that we should give full play to the advantages of domestic innovation cycle,break the existing technology blockade and technology dependence,improve the independence and controllability of the industrial chain,further give play to the innovative and collaborative advantages of Jiangsu industrial chain,promote the modernization of the industrial chain,and form a new development pattern with domestic large cycle as the main body and domestic and international dual cycle promoting each other.
