| 摘 要： | 通过对国内学者对应急能力研究的综述,结合应急保障能力在交通方面的特点,给出交通应急保障能力的内涵。并按照保障要素的属性(人的要素、硬件要素、软件要素)剖析应急保障能力的构成,给出应急保障能力的评价指标。

| Abstract: | The paper proposes the connotation of emergency transportation support capability on the basis of a review on domestic researches on emergency response capacity.Then it lists the evaluation indices of the capability in accordance with the attribute of the support capability elements,namely personnel,hardware,and software. |
