| Abstract: | The paper introduces the main content of the global value chain theory,analyzes the importance of technical learning for industrial clusters in it,studies emphatically the root source,process and mechanism of technical learning,and points out that insufficient original innovation is what is plaguing and to be surmounted by industrial clusters in the global value chain in their technical learning. |
