中国铁路行业科技资源配置效率研究

选取2007-2008年中国铁路行业和国民经济主要行业的科研机构数据作为样本,运用DEA和Malmquist指数对铁路行业和国民经济主要行业的科技资源配置效率进行了比较研究。结果表明:铁路行业的科技资源配置效率并不高,说明政府的大量科技投入并没有取得相应的效果。原因是:铁路行业科技资源管理手段落后,科技资源分散,行业性科研机构的管理效率较低且对铁路行业科技进步的推动作用下降。最后,根据研究结论提出相应的对策建议。

Study on Efficiency of Sci-tech Resources Allocation by Railway Industry in China
