北京失地上楼农民就业的政策选择

我国正处于快速的工业化和城市化过程中，随着城市的扩张，由于城市周边土地被征用而产生了一个特殊群体：失地上楼农民。如何充分利用城市的发展机遇，创造条件，让更多的失地农民就业，实现人口与资源的优化组合，成为城市化过程中一个亟待解决的关键问题。本文通过对北京城市边缘区失地农民就业情况的调查研究，提出解决失地农民就业问题的政策建议。

Policies Choice of Employment of Those Land-losing Peasants Who Could Live in Buildings in Beijing

China has been in a process of high-speed industrialization and urbanization.Along with the ur- ban expansion and because of the requisition of rimland of urban,a special group consisting of those peasants who have lost their land but could live in residential buildings has come into being.The employment issue of those peas- ants not only associates with the people's livelihood directly but also has a vital impact on the economic development and stability of the society.How to use the opportunity of urban development effectively,how to create conditions for the employment of those land-losing peasants and how to fulfill the optimal regrouping of population and re- sources are the vital problems that are waiting to be solved in the process of urbanization.This paper has proposed policies and advices for solving employment problem of those peasants who have lost their lands via the investigation of those land-losing peasants in the fringe area of Beijing city.
