新型城镇化新型度评价研究——以环长株潭城市群为例

在分析了新型城镇化的新型度内涵的基础上,从环境、经济、社会三个层面构建了新型城镇化新型度的二级评价指标体系,综合运用熵权法和多目标线性加权函数法,构架了新型城镇化新型度的定量化评价思路和框架。并选取我国环长株潭城市群为例,采用2009年统计数据,对长沙、株洲、湘潭、衡阳、岳阳、常德、益阳、娄底等城市的新型城镇化新型度进行了定量评价。研究结果显示,长沙、湘潭、株洲的新型度总体情况相对最好;在环境保护方面,娄底、常德相对较好;在经济发展方面,长沙的水平最高;在社会建设方面,长沙的情况最好;衡阳、岳阳均不具有比较优势。研究为新型城镇化的新型度评价提供了定量化研究的新视域。

Evaluation on the New Degree of New Urbanization:A Case of Urban Group Surround Changsha-Zhuzhou-Xiangtan

On base of analyzing the connotation of new degree of new urbanization,this paper built a two-level evaluation index system for new degree of new urbanization,which from environment,economy,and society.Then comprehensively used the entropy method and multiobjective linear weighting function method,and construct the quantitative evaluation framework new urbanization’s new degree.At last,we took urban group surround Changsha-Zhuzhou-Xiangtan as a study case,used the statistical data of 2009,made a quantitative evaluation on the new degree of new urbanization to Changsha,Zhuzhou,Xiangtan,Hengyang,Yueyang,Changde,Yiyang,and Loudi.The results show that,the overall situation of Changsha,Zhuzhou,and Xiangtan are best relatively.In the field of environmental protection,Loudi and Changde are relatively well.In the field of economic development,the level of Changsha is highest.In the field of social construction,Changsha is also best.In every field,Hengyang and Yueyang are all do not have comparative advantage.This studying can provide a new perspective of quantitative research for evaluation on the new degree of new urbanization.
