The paper exams and assesses background,scale and procedure of development control in UK.It is the view of the authors that there are two main features of British development control.One is the centralised decision or the power of "call in" by government;the flexibility of planning is its second feature.These two features are both the merit and the weaknesses of British planning system.The "call in" by government is able to ensure development within the national development policy framework,but it may create the problem of ignoring the local interests.The flexibility can be a good means for coping with uncertainties in the market economy.However,it may generate uncertainties for development and delay in decision making.The British system needs to address these problems for innovation.
