| 摘 要： | 本文通过对国内外低碳城市理论研究得出低碳城市的内涵,提出建设低碳城市不等同于发展新能源产业,在低碳城市建设推动下的新能源产业发展存在风险分析基础上,提出理性发展新能源产业建议和措施。
