论长株潭城市群开发区的整合发展

摘    要:长株潭城市群开发区一直以其较好的区位优势和经济基础,引领湖南省开发区的建设与发展。然而,在传统的"非整合、非合作博弈"的发展模式下,长株潭城市群开发区也出现了诸如"经济效益不高、土地利用不集约、数量较多、空间布局过散"等问题。基于长株潭城市群开发区发展的现状评价,以建立协调的"竞争—合作"关系和最佳的整体综合效益为出发点,提出加快长株潭城市群开发区发展的"等级整合、空间整合、多级管理整合"发展模式及"市场服务、产业关联、创新共享、政府支撑"等四个对策体系。

Abstract:With its geographical superiority and the good economic foundation,the development zones in changzhutan areas,have already taken the leading position in the construction and the development of development zones in Hunan province.While there appear many problems,such as excessive number of development zones,a low utilization rate of land,no high economic efficiency in most of the development zones.So it is necessary to integrate the development zones in changzhutan areas and make them develop in a whole.Based on the development zones’ status evaluation,and in order to establish harmonious "competition-cooperation" relationship and the best overall comprehensive benefit,this paper puts forward the "rank integration,space integration,multi-level management integration development "mode,and on this basis,extracts integration development zone of the dependent"market service,the industrial connection,innovation sharing,the government supported " integrated system.
