老工业基地工商银行的发展战略定位与政策取向

随着中央区域政策向东北老工业基地倾斜,东北再次成为国内外各界讨论的话题;而伴随着老工业基地国有企业兴衰的工商银行未来的发展也成为人们关注的焦点.本文立足于实现老工业基地与工商银行的"共振双赢",指出工商银行在发展战略上要立足于自力更生,关键是要用"新观念"、"新体制"、"新机制"走出加快振兴的新路子;在政策掌握上要把老工业基地调整改造与工商银行说贫解困相结合,把解决国企债务负担和化解银行不良贷款相结合,把促进老工业基地传统产业升级和银行信贷结构调整相结合,把经济的多元化发展与打造银行核心竞争力相结合,把分类管理与区别对待相结合.

Strategic Development Position and Policy Orientation of ICBC in ihe Old Industrial Base in Northeast China

With regional policy support of the old industrial base in Northeast China from the central government, Northeast China again has become a hot topic among all circles at home and abroad. The future development of ICBC that has witnessed ups and downs of the old industrial base has also been a focus of attention. This paper, which aims at achieving a "win-win" objective between the old industrial base and ICBC, points out that the ICBC should be self-reliant in drawing up its development strategy. To this goal, it is imperative to take a new road of speedy rejuvenation through "new concept, new system and new mechanism." When it comes to making policies, we should combine adjustment and transformation of the old industrial base with poverty relieve by ICBC; combine SOE?'s debt with solution of non-performing loans of banks; combine upgrading of traditional industries in the old industrial base with restructuring of banking credit; combine diversified economic development with creating core competitiveness of banks and combine classified management with different treatment.
