论湖南旅游经济立法的完善

旅游业发展优势显著、经济地位重要、发展压力较大是湖南旅游经济立法的现实基础。现有湖南旅游经济立法质量不高、法规条文可操作性不强。完善湖南旅游经济立法是促进湖南旅游业可持续发展、推动湖南经济强劲发展以及突出地方经济立法重点和特色的客观要求。应继续完善湖南综合性旅游经济立法、旅游市场秩序立法、旅游资源和旅游环境保护立法。

On Perfection of Hunan Tourist Economy Legislation

The remarkable development advantage, important economic status and comparatively great developmental pressure of tourist industry is the realistic foundation of the tourist economy legislation of Hunan. The quality of the existing tourist economic legislation is not very high and it is not very easy to put the regulation into operation. The perfection of the tourist economy legislation is objectively required so as to advance the sustainable development of Hunan tourist industry, to impel the driving development of Hunan economy and to highlight the key points and characteristics of local econ omy legislation. We should continue to perfect the comprehensive legislation of tourist economy in Hunan, the legislation of maintaining tourist market order and the legislation of perfecting tourist resources and environment.
