服务型政府框架下的县级政府机构改革研究

县级政府作为我国政府体系中的承上启下的关键基层组织,在社会发展中始终占据极其重要的地位。在经济全球化的新形势下,要发挥县级政府的积极作用,就必须进行政府机构改革。而改革的最主要方向就是要加大服务型政府建设力度、规范政府服务、准确定位政府职能,营造一个高效的政务环境。本文从建设服务型政府的必要性和实现服务型政府的途径两个方面,论述了建设公共服务型县政府的必要性,分析了在服务型政府的框架下县级政府机构改革的主要问题,探讨了县级政府建设服务型政府的三条途径。
