| 摘 要： | 在哈大齐工业走廊建设过程中,由于“走廊”上的各地方政府管理观念的落后,在实际工作中存在着不同程度的“越位”、“错位”、“缺位”现象,成为“走廊”进一步发展的障碍。因此,哈大齐工业走廊上的地方政府必须转换职能以适应市场经济的要求,从而达到振兴“走廊”经济的目的。

| Abstract: | During the course of construction of Harbin,Da Qing and Qiqihaer industrial corridor,the lagging behind sense of each local government's management along the corridor leads to the situation in which the government's function is either overly performed,falsely performed or is absent from its due position on different level in the process of their business.Therefore,the local governments have to transform their functions to fit in the revitalization of the corridor economy. |
