摘    要:推进农民科技培训工程是破除当前农村经济社会发展瓶颈、建设社会主义新农村的重大举措。目前国内学者对我国农民科技培训现状的研究主要从三大主体的角度入手:对农民科技培训的推动者——政府,从培训理念、培训体制机制、培训经费投入及培训相关配套政策四个方面展开分析;对农民科技培训的实施者——培训机构,从基层培训机构建设、培训目标、培训内容、培训方式及培训师资力量五个方面展开分析;对农民科技培训的接受者——农业生产者,从农民对科技培训的认识及其文化素质两个方面展开分析。未来研究应加强对农民科技培训财政支持政策的分类界定、统计分析与绩效评估;同时,考察不同培训机构对农民科技培训的实施效果以及实证分析各类新型农民精英的科技培训需求。

Abstract:It has been a major initiative to promote technology training project for farmers in order to crack the bottleneck confronting the rural economic and social development and to build a new socialist countryside. Researchers in China have conducted the analysis from the perspective of three major behavioral agents, that is, the government which is the impeller, the training institutions which are the implementer and the agricultural producers which are the receivers. It is from the training ideas, operating system and mechanism, training funds and complementing policies that problems facing the training promoter, the government, are analyzed. Grass-roots institution-building, training objectives, details, ways and training teachers are highlighted as far as the training institutions are concerned. Researchers conduct the analysis relating the farmers in terms of their awareness of the training and their education level. Future studies should concentrate more on the definition, statistic analysis and performance evaluation of financial support policies for farmers' technology training, and meanwhile investigate the results of farmers' technology training offered by different training institutions and make an empirical analysis of the demand of the new type farmers for technology training.
