根据近几十年来长江保护治理及近年洪涝灾害的情况,总结了长江防洪减灾体系建设取得的成效,梳理分析了长江防汛体系当前存在的5个主要薄弱环节,并提出了全面提升长江流域防洪减灾能力的6条主要措施,以为构建保障民生、服务民生、改善民生、惠及民生的水利发展格局,推进长江经济带建设和全面建成小康社会提供有力支撑和保障。

Thought on comprehensive improvement of Changjiang River flood control capacity

According to the situation of Changjiang River protection-governance and the flood and waterlogging in recent decades, we summarize the achievements in the construction of flood control and disaster mitigation system of Changjiang River, analyze the main weak links in the system and put forward some countermeasures to improve the flood control capacity of Changjiang River, which could provide strong support and assurance for the establishment of a water conservancy development pattern of protecting, servicing, improving and benefiting people's livelihood, as well as the construction of the Yangtze River Economic Belt and the building of a well-off society in an all-round way.
