| Abstract: | The present writer, through a great number of data from the over 400 intellectual based employees in the state enterprises, has discovered the principal problems about the encouragement mechanism and the features of the demanding of intellectual based employees. The writer gives the basic principles and the ways of improving the encouragement mechanism in state owned enterprises. |
