| 摘 要： | 建设工程工程量清单计价规范的实行，改变了我国传统的工程造价政府定额管理模式，它具有市场定价、量价分离、公平竞争等优点，促进我国建筑企业早日适应国际惯例。重点研究了工程量清单计价模式下招投标合理低价、建立询标澄清制度、废标现象、早日建立企业定额等问题，并提出了建议。

| Abstract: | The code of valuation with bill quantity of construction works has been implement and applied. The characteristics and advantages of the code are introduced. The rational lowest-cost bid, inquiring bid, void bid and establishing budget of corporation on the tender mode of valuation with bill of quantity are discussed. |
